Be A Lifesaver - Join our TLC Program!

Dedicated foster families who make up our T.L.C. (Tiny Littles in Care) program have expanded PAC's lifesaving abilities by allowing us to welcome motherless puppies and kittens into our care!

Taking on the role of Mom is no easy task, but this program allows our fosters to feel confident in their ability to take on this responsibility so that together, we can save motherless litters in their time of need.

Our T.L.C. program equips our fosters with everything they need to set them up for success – an incubator, scale, food, bottles and care instructions, a direct line to one of our veteran bottle-baby fosters and a support system of their fellow bottle-baby foster families.

"What an amazing program Katie Sacco has created in the TLC Program! Virginia and I have had the opportunity to foster over 200 puppies and kitties over the last 10 years between PAC and another rescue organization.

We were drawn to PAC through its stellar reputation and our personal rescue resource needs.

While we had fostered orphaned, surrendered and unique needs fur-babies, we have never fostered “bottle” babies. We saw the plea for help in fostering bottle babies and are so happy we jumped in to the challenge.

A few litters in now, Katie has been there to teach, encourage and support us in nurturing these Tiny Littles in Care, helping them mature into healthy and happy little ones. She pumped us up with confidence when the going got tough and taught us how to care for those weak ones who were dealth a rough start to life. FAQS

What does it mean to be a TLC foster parent/family? Expand

Being a foster parent in the TLC Program means saving lives. Being a foster isn’t the easiest task, but it’s one of the most rewarding. Upon taking a foster litter into your home you commit to long nights, highs and lows, stressful moments, and the joy of watching your teeny tinies grow into their personalities. Without assistance, these helpless and fragile neonates are set up for disaster. By giving them your time, love, and care you give them the chance they never had.

What is the difference between the TLC foster program and the PAC “normal” foster program? Expand

While the “normal” fostering program revolves around dogs and cats who are ready for adoption, the TLC pays special attention to bottle babies and special case animals (puppies and kittens who wouldn’t survive without an extra little push from humans). Each program has different needs and it’s important to consider which program is the right fit for you.

What are the requirements? Expand
  • You must be 18 years or older to fill out the application
  • Applications must be approved by a member of the foster care team
  • All resident pets are up to date on all vaccines
  • Reliable transportation for both you and your bottle babies
  • Working phone/computer to be able to message the TLC text in line
What are the typical expectations? Expand

Once you commit to a bottle baby/bottle litter you are required to see them all the way through. Each foster animal needs to be given proper care under your watch which includes but is not limited to waking up at off hours for middle-of-the-night feedings, trying new things, getting out of your comfort zone, and time. Fostering bottle babies is a very time-consuming commitment as they depend on their caretakers for even the most basic of needs such as regulating body temperature, going to the bathroom, cleaning them, etc. While it’s a rewarding experience, taking care of bottle babies also requires a lot of work and determination. With all this in mind, it’s important to consider the realities of fostering before making the commitment.

Do I need special training? Expand

No previous or special training is required. Skills will be taught along the way as needed. Fostering is a great way to gain learning experiences and the skills you learn from one litter will carry over onto the next one.

How long is the commitment? Expand

Generally, kittens will be ready to be put on the adoption floor at eight weeks old, however, every kitten is different. We require every bottle baby foster get spayed/neutered before being sent to their forever homes. This procedure is available to them once they hit 2lbs. Some bottle babies may be right on track and be able to be fixed at eight weeks of age while others might hit 2lbs a week or two after/before.

What expenses will I be expected to cover? Expand

While fosters aren’t responsible for medical expenses, they are required to pay for dry/wet food, toys, and playpens, however many of these items are frequently donated and the TLC will help out whenever possible.

What happens if I need help along the way? Expand

Help will be available every step of your fostering journey through the TLC text in line. There you can ask any questions you may have from general inquiries to medical emergencies if they should happen. Checkup and concern appointments are always able to be scheduled through the appointment link. Bumps in the road are to be expected when saving babies so small, but you’ll never have to navigate them alone.

Will my other pets be exposed to fleas/germs? Expand

Bottle babies will be treated with flea preventative upon arrival to PAC, however, it’s recommended that foster pets be separated from resident pets for both parties’ wellbeing. As your bottle babies grow up, dewormer and distemper will be given to them free of charge.

Can I say no if I am asked to foster and cannot? Expand

Absolutely! No foster parent is obligated to commit to every opportunity they’re offered. The TLC respects that fostering bottle babies is a ton of work and breaks between litters are needed. The best path to success is setting kittens and puppies up with foster families who are completely ready to take them on.

How does the process work (pickup, who contacts who about getting kittens/puppies, where do I need to go to pick up)? Expand

Our goal is to make the pickup process as easy as possible! When new bottle babies come in the TLC will reach out to you to ask if you’d like to foster. Upon saying yes you’ll be given a meet-up time. When the agreed-upon time rolls around you can make your way to the main lobby of PAC and tell the greeter at the front desk you’re here to pick up bottle baby fosters. A staff member will meet you upfront and hand over your bottle babies and any supplies you need (incubator, formula, bottles, nipples, etc.)

How does the adoption process work? Expand

Just like with the pickup process, the TLC aims to make the adoption process as easy as possible. Kittens and puppies are put up for adoption after getting spayed/neutered. Foster babies will be dropped off at PAC for the surgery and then will be picked up the same day after their procedure. The next day they can hit the adoption floor! The only thing the foster parent needs to do is drop them off (time and day will be arranged by the TLC text in line).

Can I adopt my foster? Expand

It happens to the best of us. Sometimes saying goodbye to a certain foster baby can be impossible. In that case, you can definitely adopt a foster. Just be sure to let the TLC know before they’re posted on the PAC website/Instagram (providence_ac) and fill out all adoption paperwork (which is available on the PAC website). On your fosters’ scheduled adoption day finalize the adoption at the front desk. It’s important to let the TLC know of your intentions BEFORE your fosters are posted because after they’re made public it’s first come first serve and no guarantees can be made.

    Terms and conditions of foster parenting with Providence Animal Center

    As a foster parent, I understand that I will be required to keep foster dog(s) on a leash while walking them. I understand that foster dog(s) must be kept within indoors when they are not being walked and foster cat(s) must be kept indoors at all times.

    As a foster parent, I understand that I may have an animal in my care for a short period of time (1 week) or an extended period of time (as many as 3 months or more), and that the amount of time is subject to change depending upon circumstances at the shelter. I understand that if I will be on vacation during the period of time I am being asked to foster that I am obliged to inform Providence Animal Center to allow the organization to find the most suitable temporary accommodations for the foster animal(s).

    I understand that, although a foster animal from Providence Animal Center is in my care, the foster animal is the sole property of Providence Animal Center and upon request or if I am not longer able to adequately care for the animal, the animal must be returned to the Center.

    I understand that as a foster parent, I do not have any right or any authority to keep foster animal(s), to place foster animal(s) in other homes, or with other individuals unless permission is given in writing from the Providence Animal Center Foster Program administrator.

    I understand that I am responsible for all expenses incurred as a result of fostering an animal including, but not limited to food, toys, bedding, grooming and training.

    I understand that all new foster parents must thoroughly read the Foster Handbook and that my application may be denied for refusing to do so.

    I understand and accept that while I am caring for foster animals, Providence Animal Center may call me and/or do a home visit to check on the animals’ progress.

    I understand that it is in some events necessary to euthanize animals that have been in foster care, and that this is at the discretion of Providence Animal Center, although it is an option of last resort.

    As a foster parent, I agree to abide by all animal control laws with regard to the foster animal(s) within my care.

    I am not taking a foster animal for any other purpose other than to provide temporary care for the animal.

    Foster Caregiver understands and agrees that accidental animal bites or other injuries to humans and other animals do occur, and, in consideration of being allowed to foster an animal or animals for Providence Animal Center, hereby agrees to indemnify, hold harmless and defend Providence Animal Center from any claim or suit filed by anyone as a result of such incident, including without limitation any judgment for damages, and any attorney's fees and costs incurred by Providence Animal Center in connection with its defense of such claim. In addition, Foster Caregiver agrees that Providence Animal Center will not be responsible if the animal should damage or destroy property belonging to the Foster Caregiver, or shall transfer any disease or internal or external parasites to the other animals belonging to the Foster Caregiver, and Foster Caregiver hereby waives, releases and forever discharges any such claims as it has or may have in the future.
